The Chinese have invested USD 10 to 15 billion in Indonesian resources. If that money was so easily available there would be other companies/countries bidding for those same Indonesia's resources. Plus with mining just alone you have to factor in many risks. If the Chinese weren't offered tax holidays on those long term investment projects it would mean that the majority of the risk falls on the the Chinese companies with a much longer time frame to recuperate investment capital?
My objection to training the Indonesians is that the lessons they learn may eventually be used against their tutor? Not to mention the Indonesian natives have this envy and hostility towards their ethnic Chinese nationals which has often resulted in violence towards the latter.
